Position: Commercial and Contracts Specialist -Hay Al Sharq Development SPV

The Commercial and Contracts Specialist is responsible for managing the commercial and contractual aspects of construction projects from inception to completion. This includes contract negotiation, cost control, risk mitigation, subcontractor management, and ensuring compliance with relevant construction legislation and standards. The role plays a key part in maximizing project profitability while protecting the company’s legal and commercial interests.Responsibilities
1- Contract & Legal Management
- Draft, negotiate, and manage main contracts (e.g. Oman Standard Contract for Building and Civil Engineering Works, FIDIC,) and subcontracts.
- Administer contracts in line with project milestones, variations, extensions of time, and claims.
- Ensure compliance with legal and regulatory requirements, including construction-specific laws and health & safety standards.
- Manage contracts across multiple project components, ensuring alignment with owner-specific standards and compliance expectations for large-scale destination developments.
2- Commercial Management - Manage project budgets, forecasts, and cost planning in collaboration with project teams.
- Monitor and report on project financials, including cost, cash flow, and profitability.
- Oversee procurement of subcontractors, suppliers, and consultants in line with project and contractual requirements.
- Collaborate closely with the owner’s project teams and consultants to control budgets and financial reporting across all project components
3- Subcontractor & Supplier Management - Prepare and negotiate subcontractor agreements and packages.
- Monitor subcontractor performance, variations, and claims.
- Ensure timely payments, compliance, and dispute resolution.
- Align subcontractor management with owner’s quality, timeline, and cost requirements within the complex multi-component development.
4-Risk & Claims Management - Identify and assess commercial risks throughout the project lifecycle.
- Prepare and manage claims for variations, delays, and extensions of time.
- Maintain detailed records of contractual correspondence and notices.
- Coordinate commercial risk management and claims preparation with the owner’s legal and project teams.
5- Stakeholder & Team Collaboration - Work closely with project managers, site teams, and consultants to ensure alignment on commercial matters.
- Attend project meetings to resolve issues, present commercial updates, and support delivery.
- Collaborate integrally with the owner’s project management, consultants, and contractors across various components of the development.
6- Reporting & Documentation - Produce commercial reports including cash flow forecasts and risk registers.
- Maintain organized and accessible records of contracts, variations, and financial reports.
- Prepare comprehensive commercial reports for owner review in accordance with the owner’s document control standards.
Qualifications & Experience: - Degree in Quantity Surveying, Construction Management, or a related field.
- Professional accreditation (e.g., MRICS, MCIOB, MCIArb) preferred.
- Minimum 5 years’ experience in commercial and contracts management within the construction industry.
- Strong working knowledge of standard forms of construction contracts.
- Experience managing large-scale commercial, residential, or infrastructure projects.
