Position: Quantity Survey Manager

Purpose This job main purpose is to Cursorily review of construction and contractual payments, claims, variations recommended by consultants in line with agreements and Omran internal procedures. The main focus should be on Manual of Authorities, approval of variations and impose of penalties etc. provide contractual advice when required and help in dispute resolution etc. Responsibilities - Verify Estimates, budgets, cash flows, financial reports etc. related to the projects with the help of consultants when necessary.
- Cursory audit of payment certificates before PD/COO’s signature in respect of variations, contract completion, penalties and release of retention etc.
- Allocate and monitor QS related tasks and ensure completion and report on a periodical basis including evaluate performance of subordinates.
- Cursory review of Claims, Final Accounts, variations etc. in line with contract conditions, Omran standards etc.
- Contractual correspondence and coordination with contractors and consultants when disputed.
- Facilitate the process of dispute resolution including negotiations etc.
- Supporting teams to promote ICV/SMEs in line with regulation without compromising the cost/ quality.
- Process of Direct payments as and when required.
- Perform other related duties or assignments as directed by the department head.
- Budgeting and managing the project finances through appropriate policies and procedures
- Plan the various activities/ tasks to ensure that all contracts are performing as per agreed terms and conditions
- Motivate, train, coach and develop staff of QS staff.
- Counseling of staff on any issues that arise.
- Set targets and evaluate the performance of subordinates.
Education & Experience - Minimum bachelor’s degree in quantity surveying.
- Professional Membership (preferably RICS) or equivalent
- Experience of at least 10-12 years in large scale development within the GCC.
- Experience in post-award contractual management relevant to QS
